Biological weapons are prohibited by international conventions, and all countries have an obligation to counter the proliferation of weapons-grade components. Certain biological substances and devices can have entirely peaceful uses, for example in research or industrial activities, but can also be misused for the production and use of biological weapons (dual use).
Companies, laboratories, research institutions, etc. intending to work with dual-use substances must be authorised by the Centre for Biosecurity and Biopreparedness (CBB), the governmental authority in the area.
